The population of this centrally-located municipality is just over 12,000. The District of Summerland has an opportunity for a Planner II who, under the direction of the Director of Development Services, will be responsible for a wide range of professional planning functions that relate to the processing of development applications, will provide advice to internal and external clients that requires a sound understanding of federal, provincial and municipal legislation, and provides support and advice to select Committees of Council. The Planner II will also complete planning projects as assigned by the Director of Development Services.The District of Summerland is at the early stages of embarking on a number of exciting planning projects, such as a proposed 146 unit ?eco-village? high-sustainability residential community located on the District?s land at the toe of Cartwright Mountain and in proximity to a new solar and battery storage electrical generation facility, as well as the revitalization of the District?s Downtown core through the recently adopted Downtown Neighbourhood Action Plan. The Planner II will work directly and lead these projects to completion, as well as any new planning projects prioritized by District Council. Qualified candidates will possess the following:A bachelor?s degree in Planning, Geography or a related field, and at least four years planning experience in a municipal planning environment. Membership in the Canadian Institute of Planners (CIP). Strong working knowledge of theoretical land use planning principles, local land use planning policies, and the ability to make land use decisions and recommendations. Strong working knowledge and understanding of the Local Government Act, Land Title Act, Community Charter, Agricultural Land Commission Act and other relevant federal and provincial policies and legislation as they relate to local government. Excellent organizational, written and verbal communication skills and the ability to write comprehensive reports. Able to interact and communicate effectively with public groups, facilitate discussion, and identify issues. Ability to establish and maintain effective working relationships with elected officials, the development community and the public, with a strong focus on customer service. The ability to undertake research and data collection and apply strong analytical and critical thinking skills. Exercises good judgment in the performance of duties and is a positive influence in a team environment. Capable of effectively working on a number of concurrent tasks; able to prioritize and meet deadline pressures. Capable of interpreting and evaluating development plans and bylaws, architectural drawings and specifications. Ability to handle confidential and sensitive matters with discretion and integrity.
