*PRINCIPAL ACCOUNTABILITIES*
* Ensure the site complies with all Health, Safety and Environmental regulations and legislation ensuring the mechanisms are in place to promote safety in the workplace.
* Act as the main point of contact for communication with external government officials including Ministry of Labour and Ministry of the Environment.
* As a part of the senior management team determine the EH&S training requirements and develop training programs where required. Co-ordinates with the training facilitator to ensure training outcomes are met; develop programs to assess the effectiveness of training and employee compliance with training.
* Update and maintain Asahi Refining Canada Health and Safety and Environmental Policies and Procedures; Manage SDS Program for materials used, received or processed at the facility.
* Participate in and provide support and resources for accident Investigations.
* Manage the Emergency Response Team (ERT) and ensure the ERT receives regular training; Provide leadership to the team and take the lead role in coordinating fire drills and evacuations; update emergency evacuation procedures.
* Acts as the Company?s main resource person for disposal of all Hazardous waste.
* Act as a champion for the plant?s environmental, health and safety policies and environmental management system finding opportunities to promote employee awareness.
* Review all capital expenditures for process or equipment changes with respect to Health and Safety and/or Environmental impact.
* Perform Risk Assessments with all departments to determine the potential hazards of new processes and projects; ensure that all applicable EH&S regulations are adhered to.
* Manage chemical, noise, air quality and radiation exposure monitoring programs.
* Develop and maintain an Industrial Hygiene air monitoring program and ensure chemical exposure levels are below TLV?s or take actions with engineering and operations to reduce levels.
* Review and approve all safety equipment and procedures.
* Develop and implement training programs in the use of safety equipment, chemical hazards, noise hazards, physical hazards and safe operating practices and implement appropriate measures to control hazards.
* Conduct fit testing for anyone who is required to wear an air purifying device including SCBA?s.
* Ensure adequate supplies of appropriate PPE are maintained and provide safety footwear / safety prescription eye wear as required.
* Manage the accident elimination program by tracking accident rates and developing effective accident investigation techniques.
* Co-chair the JHSC Committee; providing direction and leadership to the team.
* Perform environmental management responsibilities including:
* Act as the Management Representative for the company?s environmental management system. Develop and direct the maintenance of supporting policies and procedures.
* Ensure conformance to the environmental management system.
* Identify the significant environmental aspects and related actual or potential impacts associated with production activities.
* Assist in setting environmental objectives, targets and programs and in monitoring the progress of environmental projects.
* Assist area supervisors to ensure competence of personnel to perform activities identified as having or potentially having significant health, safety, or environmental impact.
