Vacancy for appointmentChief Electoral Officer for New BrunswickLegislative Assembly of New BrunswickElections New Brunswick's mandate is to conduct free and fair elections for New Brunswickers, to facilitate compliance with electoral laws and to advance public awareness of and confidence in the electoral process.The Chief Electoral Officer (CEO) exercises general direction and supervision over the administrative conduct of elections to ensure they are transparent, fair and free of political influence as set out in the Elections Act. The CEO is also responsible for the administration of Elections New Brunswick and the Referendum Act. Additionally, the CEO holds the position of Supervisor of Political Financing and oversees compliance with the Political Process Financing Act and the Transparency in Election Commitments Act. In New Brunswick, the CEO is also the Municipal Electoral Officer and as such is responsible under the Municipal Elections Act for the administrative conduct of all local government and district education council elections, and some plebiscites conducted under that Act.Appointed under the Elections Act, the Chief Electoral Officer for the Province of New Brunswick is an officer of the Legislative Assembly and is independent of the executive branch of government. The Chief Electoral Officer must be, and be perceived to be, non-partisan and may not vote in any election which they administer. Essential Qualifications:A post-secondary degree, preferably in the field of law or in a relevant discipline (e.g. public administration, finance, or accounting).Minimum of 10 years' work experience in one or a combination of the following:Administrative law and procedure;Extensive interpretation of legislation, regulation and policy;Administration of elections.Senior management experience in a private or public sector organization, including managing financial and human resources.Highly developed oral and written communication skills, including the ability to present on sensitive and frequently complex issues and organizational needs.Must be eligible to work in Canada.Must be eligible to be a qualified elector in New Brunswick and never have been found guilty of a corrupt practice under the electoral laws of Canada, of any province, or of any municipality or other local government.Subject to the response of this competition, an equivalent combination of training and experience may be considered, or the required years of experience may be increased.Written and spoken competence in English and French is required. Please state your language capability on your application and identify your preferred language of assessment.Applicants must clearly demonstrate the essential qualifications to be given further consideration.Asset Qualifications: Preference may be given to candidates who demonstrate one or more of the following asset qualifications:Knowledge of the mandate of the Chief Electoral Officer;An understanding of the structure and operation of the Government of New Brunswick.Familiarity with New Brunswick culture and context.Technical Competencies: Successful candidates will possess the following technical competencies:Knowledge of applicable legislation.Knowledge of or familiarity with election administration.Before an appointment can be made, the successful candidate will be required to complete the following:New Brunswick second language evaluation unless a valid second language evaluation certificate is provided;Reference checks;Criminal Record check;Confirmation of good standing with professional associations, if applicable.Conditions / Compensation:Compensation and benefits comparable to Deputy Heads within the Government of New Brunswick (Salary range $172,978 - $228,020)Travel is requiredTerm: ten years, non-renewableLocation: FrederictonWe also offer a comprehensive benefits package, which includes paid vacation, optional health and dental plans, life insurance and participation in the NB Public Service Pension P- Location Fredericton, NB
