The Director and their team will be responsible for delivering a collaborative target price contract for a significant capital program of wastewater projects over the next 5 years. This Director will work alongside other Project Directors delivering major projects for the department including the Iona Island Wastewater Treatment Plant, Langley Wastewater Treatment Plant, Annacis Wastewater Treatment Plant Upgrade, Coquitlam Water Treatment and Conveyance Program and a Water Tunneling Program. The Director will be also working with Director for the Corporate Project Management Office to support knowledge transfer and capacity building within the department and across the organization. The Director will have significant experience in delivering alternative delivery projects and work with the mindset of collaboration with the delivery partners.The Director, Major Projects reports to the General Manager, Project Delivery. This role: Leads the Project Delivery function and is responsible for providing strategic direction for the delivery of critical, key major project(s) and programs that support vital infrastructure and services. Provides technical and strategic advice and leadership for the design, definition, management, contract management and administration and construction and commissioning of major infrastructure projects. Leads a multidisciplinary team of engineering, technical, commercial and communications staff; oversees and approves consultation and engagement strategies; aligns work activities with strategic objectives; and is accountable for the scope, schedules and budgets for multiple simultaneous projects. Directs and oversees significantly complex RFP processes. Accountable for annual and long range budget preparation, reporting and resource allocations and participates as a member of the corporate capital planning team. Oversees the preparation of business plans, Capital Planning Inputs, and establishes and monitors performance indicators. Directs the deployment of a complex mix of cross functional financial resources; monitors and controls spending, ensuring the effective and efficient expenditure of allocated funds; and ensures plans and expenditures align with strategic objectives. Leads a multidisciplinary team of engineering, technical, external consulting engineers and project management specialists and oversees and approves consultation and engagement strategies. Ensures public involvement activities meet corporate objectives, provincial regulatory requirements and interests of target audiences and provides direction for balancing diverse priorities and addressing particularly divisive and high profile issues. Experience working and partnering with First Nations. Makes recommendations on matters impacting the work of the Project Delivery function such as project management guidelines, engineering standards, capital project protocols and capital plan priorities.
