In order to determine the expected outlook of an occupation, the magnitude of the difference between the projected total numbers of new job seekers and job openings over the whole projection period (2019-2028) is analyzed in conjunction with an assessment of labour market conditions in recent years. The intention is to determine if recent labour market conditions (surplus, balance or shortage) are expected to persist or change over the period 2019-2028. For instance, if the analysis of key labour market indicators suggests that the number of job seekers was insufficient to fill the job openings (a shortage of workers) in an occupational group in recent years, the projections are used to assess if this situation will continue over the projection period or if the occupation will move towards balanced conditions.
After experiencing a sudden and strong increase in 2016, employment in this occupational group declined over the 2016-2018 period, returning to its long term trend. The unemployment rate increased slightly to 4.2% in 2018, but remained below its historical average and about 1.5 percentage points below the average among all occupations. As the number of job vacancies increased and the number of jobless workers declined substantially, the ratio of the number of unemployed workers available to fill those vacancies declined to 1.7, which was below the national average. Hence, analysis of key labour market indicators suggests that the number of job openings exceeded substantially the number of job seekers in this occupational group over the 2016-2018 period.
For Graphic designers and illustrators, over the period 2019-2028, new job openings (arising from expansion demand and replacement demand) are expected to total 21,500 , while 23,600 new job seekers (arising from school leavers, immigration and mobility) are expected to be available to fill them.
As job openings and job seekers are projected to be relatively similar over the 2019-2028 period, the labour shortage conditions seen in recent years are expected to continue over the projection period. Job openings are projected to come from both employment growth and retirements. Employment growth is expected to be higher than the average for all occupations. Over the last decade, new computer and telecommunications technologies allowed great improvements in the graphic quality of printed and digital products, boosting the demand for these workers. Over the projection period, it is expected that this trend will continue, especially on the digital side. Retirements are projected to account for another 40% of job openings, albeit having retirement rate that is lower than the average among all occupations. These workers are typically younger, but tend to retire later in their career in comparison to workers in other occupations. With regard to labour supply, school leavers are projected to account for the vast majority of job seekers. Indeed, the number of school leavers alone is projected to exceed total job openings. This occupational group is very popular among school leavers due to the artistic and creative nature of the tasks, as well as the attractiveness of multimedia and new technologies among young people. Furthermore, immigration will also provide a fair share of job seekers over the projection period. However, given that stronger demand would be more on the digital side and that some of skills among these job seekers can also be utilized in other occupations, a large number of workers is expected to seek work in other occupations, such as interior designers and interior decorators (NOC 5242).
